The Howard League for Penal Reform has produced a report calling
for a ban on holding children under the age of 14 in police custody
overnight. The report also recommends raising the age of criminal
responsibility to 14 in line with European standards. A summary of

The Home Office has announced a consultation on revised PACE
Codes of Practice. Full details can be found here: PACE

The Justice Secretary Ken Clarke tabled a motion in parliament
announcing that the UK is opting out of a draft EU directive
guaranteeing access to a lawyer upon arrest. The debate can be read
here.
This reinforces concerns about the plans to reduce access to legal
aid in police stations which were outlined in Section 12 of the
Legal
Aid, Sentencing and Punishment of Offenders Bill which
was published in June.
July 2011
The Police
(Detention and Bail) Act 2011 has received Royal Assent and is
now law. The Act reverses the effect of R (Greater Manchester
Police) v Hookway. The Act provides that periods on bail do not
count towards the total detention period.
June 2011
30 June: The recent ruling in the Hookway case concerning the
PACE clock and police bail is likely to have significant
implications in police custody suites. Full details of the ruling
can be found on the BBC website. NAAN has
sent a Briefing Paper on this case to members.
21 June: Following the Breaking the Cycle Green Paper,
the Government has just published its formal
response to the consultation. It has also today published
the Legal
Aid, Sentencing and Punishment of Offenders Bill.
13 June:The Howard

On 30 March NAAN was a signatory to a letter to the Guardian on
Care not Custody suppporting a campaign to keep mentally vulnerable

Revised PACE codes of practice for codes A, B and D came into
force on 7 March 2011. Full details can be seen on the Home Office

NAAN has produced and submitted its response to the Breaking the
Cycle Green Paper consultation. It can be downloaded here: NAAN's response to Breaking

The Goverment has announced its plans to revise and scale down
the vetting and barring scheme (VBS) for those working with
children and vulnerable adults. The Freedoms Bill will remodel the
VBS and eventually the Criminal Records Bureau and the Indepedent
Safeguarding Authority will be merged. The registration and
monitoring requirememts will be abolished and the range of posts to
which the scheme applies will be re-defined. There are unlikely to
be any changes in practice until 2012. Further details can be found

Following a survey of police forces, NAAN has now published its
report on Appropriate Adult Services in England and Wales.

The Annual Conference planned for April 2011 was
cancelled. Unfortunately the difficult financial situation
resulted in very low bookings which meant the event was not
