PACE Review

The PACE Review consultation paper has just been published.

It can be downloaded here: PACE Review Consultation.

Chapter 13 of the 60 page document contains specific proposals about appropriate adults. 

NAAN will be producing a briefing paper for members shortly.

The closing date for responses to the consultation is 28 November 2008.

Background.

In March 2007 the Home Office issued a consultation paper on a major review of PACE. The paper can be downloaded from the Home Office website by following this link.

The closing date for responses was 31 May 2007.

NAAN consulted with its members and issued a response. Members can download NAAN's response by going to the Consultations page in the member-only section of the website.

The summary of responses to the consultation, along with the summarised content of individual responses was published by the Home Office on 31 July. These documents can be found on the Home Office PACE Review website.

Phase 2 of the consultation was due to consist of regional seminars and bilateral meetings over the autumn and a national conference in December 2007. However the regional seminars and the conference were cancelled . The bi-lateral meetings are still taking place and NAAN is involved in these. 

The final PACE Review public consultation paper was due to be published in March 2008.

With regard to Appropriate Adult issues, there is just one reference to Appropriate Adults in the summary of responses, but a total of 50 references in the summarised content of individual responses.

PACE Codes

After a very limited statutory consultation, draft revised PACE Codes were laid before Parliament on 17 December 2007. The revisions consist primarily of clarification of stop and search procedures, and changes in the procedures for accessing legal advice following the legal aid changes.

The revised Codes were approved by parliament and came into operation on 1 February 2008.

In 2007 the Government consulted on a revised draft Code of Practice for Conditional Cautions. The consultation paper can be downloaded here. The closing date for responses was 29 May 2007
