National development and commissioning guidance

What is the guidance?

This national guidance has been developed by NAAN to support areas in achieving the National Standards.

It is aimed at people who have responsibility for researching, developing or commissioning plans for an appropriate adult scheme for their local area. It applies to provision for people detained or questioned in relation to criminal or terrorism-related offences and who:

  • appear to be under the age of 18; or
  • may be a vulnerable person as defined by PACE Code C.

It provides information relevant both to the development of in-house schemes (e.g. managed directly by a youth offending team or social services) and the commissioning of contracted provision.

How do I access the guidance?

Access is currently free and does not require NAAN membership. All that is required is some basic registration details.

  • Under 'User Group' select 'Commissioners'
  • Under 'Scheme Access Code' type 'n/a' or similar
